This article delves into the process of territorial occupation, shedding light on the life journey of Don Manuel de Frías, a Spanish conquistador who held various positions in the Province of Río de la Plata. Frias’s public life was marked by controversies, whether it was his role as Procurator for the cities of Río de la Plata before the Court in Madrid, or his appointment as the first Governor of Paraguay following the division of the Province of Río de la Plata. Unfortunately, he couldn’t assume with efficiency the governorship due to a prolonged dispute with Bishop Tomás de Torres, which had to be resolved before the Audiencia de Charcas.
