The president of the Argentine Nation Hipólito Yrigoyen (1852-1933), maximum exponent of the political party called Unión Cívica Radical, promoted, from the beginning of his mandate in 1916, a federal policy that aimed to expand political participation throughout the territory national. The situation in which Yrigoyen had to act was of such complexity that it generated a double challenge: on the one hand, to respond to the economic crisis and, on the other, to alleviate the worsening of the social conflict that was being experienced. However, his government was characterized by the opening of political life to the provinces, although there is still some way to go for the provincialization of the territories.
