Abstract

This work analyzes the implementation of social policies and their relation to political reforms during Radical
governments in the Province of Córdoba (1916-1919 and 1928-1930). To do so, we delve into the importance of
the social aspect in the democratization process that began in 1912, in terms of actors, actions, beliefs, tensions, and
government experiences, to reconstruct the complex, sinuous and loose road from civil society solidarity to the generalization
of institutionalized solidarity. ?e analysis focuses on two circumstances. On the first Radical government, from 1916
to 1919, we analyze how, due to the internal factionalism, legislative initiatives could not be separated from party struggles
in a context of electoral competition, turning the social aspect into another aspect of the political market. With the new
leadership of Radicalism led by Amadeo Sabattini taking office in the province’s government in 1928, there was a revival of
the reforming project in several dimensions of the social aspect, such as the tax reform, the implementation of law considering
the minimal rights of the most vulnerable social sectors, and the education reform, among others. This led to a shift from social
politics consisting of simple and classic administration based on protection with grants to the effective recognition of social rights.
