Estrategias políticas y económicas de la tecnocracia franquista en la Argentina 1959-1973

With an important debt with Spain, as a consequence of argentine credits granted from the end of Spanish civil war and especially in the first presidency of Juan Perón, when the franquist authoritative regime was an object of the intemational isolation in rejection of the position assumed during the Second World War, the conclusión of the negotiation in 1963, based on an agreement of payments that included the construc- tion of ships of their shipyards, permitted to reestablished the commercial exchange between Argentina and Spain. By then, with an ideological renovation that was being experimented in the heart of late-franquism, a generation of technicians had occupied decisive positions in its administration. In the drawn economic policy, in which the extemal strategy played an essential role, and that was based on the premise of the depolitization of the relations with the región, the South Cone and Argentina were priorities. The Spanish economic recovery, apart from permitting to present its plans of stability development as models, and being present with credits, obtained opportu- nities for its producís of industrial imports, for its companies of construction and its engineering equipment.
In the 60s, Spain had just entered the argentine market and it had to make its way in competence with industrialized countries whose presence dated from many tens of years. Overcoming the traditional interest in meat and cereals, between 1967 and 1970, the bilateral commercial and technical cooperation had reached important levels. The political and economic upheaval that worsened from that moment in Argentina did not stop the Spanish aspiration of creating a privileged relation, without the necessity of the regimes that govemed it.
